Yikes, I just lost my post to time-out!
To summarize:  thank-you all for your ideas and comments.  Lmcpug, special thanks for offering donation toward new chariot.  We are finally coming to terms with the fact that it's unlikely that there's going to be a "change of heart" on the part of this / these troll/s; no magic reappearance imminent.  Roscoe also seems to be realizing that this is not just a break in our routine...
A gentleman in the neighbourhood has offered to try to put something together for us if I get him a couple of  wheels...ALSO, I'm in touch with The Fixer at the Toronto Star...we'll see what happens  Smiley
A wonderful Thanksgiving to you all!
P.S.  I did indeed make a report with the police  police and was impressed by the efficiency of their procedure.  And yes, lmcpug, I do believe that there are Angels all around  Smiley  Be well!

such sad news, no sighting of the wheelies or an honest return of them Sad  Cruelty at its best!

But, Roscoe you have some nice Angels around you Smiley Hope that kind neighbour man can make something for you to fly once again!

And a Happy Thanksgiving to you as well!
Please keep us posted and a pic of Roscoe's happy mug would be great!

Looked around online:  this seems to be the most do-able of the free plans for DIY dog wheelchairs.  I think for a pug, though, that aluminium might be a better choice that steel.  There are some plans on a site called Instructables, but you have to pay and join to get the whole megilla.  But its a start.

Your best bet for parts and such might be Princess Auto:  lots of surplus and strange goodies for projects just like this.
