Bugsy's skin is all fairly taught, he doesn't have a lot of extra wrinkles, so I'm assuming that his skin contracted with the weight loss.  Bugsy's weight loss was pretty gradual too.  I'm not sure if this is always the case or not.  Cooper has lost quite a lot of weight and he has a lot of skin .. but it's not saggy, and he always had a lot of skin, so hard to tell!
