What a happy ending for Finnegan and his foster family, now his forever! I think we should reframe our thinking, why is this a "foster failure" and not "the ultimate foster success"? I bet if we asked Finnegan he'd choose the latter. Good all around. Hope there will be some Happy Tails about how the decision was made.
