Larry excuse me for not knowing, but who is Eugene O'Neill?

The date on the bottom of this tribute is Dec. 17,1940... that must be when his dog, Blemie went to The Bridge and this tribute was written? Some of the wording sounds like it's from another era.

And lastly, why was Andy Barrie reading this tribute at this time?

Eugene O'Neill was an American playwright.

Andy was reading it because, the previous night was a fund raiser for a shelter that is for homeless people who have a pet.
There were people reading various dog stories as part of the event. Blemie was one of the pieces that was read.
